Implementing the regional coordinated development strategy is one of the major national strategies in the new era, and is an important component of implementing the new development concept and building a modern economic system. Since the 18th National Congress of the Communist Party of China, various regions and departments have actively explored and achieved certain results in establishing and improving regional cooperation mechanisms, regional mutual assistance mechanisms, and interregional interest compensation mechanisms, focusing on promoting coordinated regional development and correctly handling the relationship between the government and the market. At the same time, it should be noted that China's regional development gap is still large, regional differentiation is gradually emerging, disorderly development and vicious competition still exist, the issue of uneven and insufficient regional development is still prominent, and the regional development mechanism is still not perfect, making it difficult to adapt to the needs of implementing the regional coordinated development strategy in the new era. In order to fully implement the tasks of the regional coordinated development strategy and promote regional coordinated development to a higher level and quality, the following suggestions are proposed on establishing a more effective new mechanism for regional coordinated development.
1、 General requirements
(1) Guiding ideology. Based on giving full play to the comparative advantages of various regions and narrowing regional development gaps, and centering on the goal of striving to achieve equalization of basic public services, relatively balanced access to infrastructure, and roughly equivalent basic living standards for the people, we will deepen reform and opening up, resolutely break down interest barriers and policy barriers between regions, and accelerate the formation of a new mechanism for coordinated regional development with strong coordination, orderly competition, green coordination, and win-win sharing, Promote coordinated regional development.
(2) Basic principles
——Adhere to the combination of market leadership and government guidance. Give full play to the leading role of the market in the construction of the new mechanism for regional coordinated development, better play to the guiding role of the government in regional coordinated development, and promote the effective and orderly operation of the new mechanism for regional coordinated development.

Strengthen the top-level design of the central government for the new mechanism for regional coordinated development, clarify the main responsibilities of local governments for implementation, and fully mobilize the initiative and enthusiasm of local governments to promote the coordinated development of the region in accordance with the new mechanism for regional coordinated development.
——Adhere to the combination of differential treatment and fair competition. Further refine the regional policy scale, formulate differentiated policies based on the actual situation in different regions, and pay more attention to the development of regional integration, maintain fair competition in the national unified market, and prevent problems such as manufacturing policy depression and local protectionism.
——Adhere to the combination of inheritance and improvement with reform and innovation. Adhere to and improve effective mechanisms for promoting coordinated regional development, while continuously reforming and innovating in accordance with new situations and requirements, and establish a more scientific and effective new mechanism for coordinated regional development.
——Adhere to the combination of goal orientation and problem orientation. Aiming at the objectives and requirements of implementing the regional coordinated development strategy, solve the outstanding problems existing in the regional coordinated development mechanism, and enhance the synergy, linkage, and integrity of regional development.
(3) Overall objectives
——By 2020, we will establish a new mechanism for coordinated regional development that is compatible with the overall construction of a moderately prosperous society. We will make breakthroughs in establishing a regional strategic coordination mechanism, a mechanism for equalization of basic public services, a mechanism for regulating regional policies, and a mechanism for ensuring regional development. We will make new progress in improving the market-oriented development mechanism, deepening regional cooperation mechanisms, optimizing regional mutual assistance mechanisms, and improving the interregional benefit compensation mechanism, The new mechanism for coordinated regional development plays a positive role in effectively curbing regional differentiation, standardizing regional development order, and promoting regional integration and development.
——By 2035, we will establish a new mechanism for coordinated regional development that is compatible with the basic realization of modernization, and achieve effective coordination between regional policies and fiscal, monetary, and other policies. The new mechanism for coordinated regional development will play an important role in significantly reducing regional development gaps, achieving equalization of basic public services, relatively balanced access to infrastructure, and generally comparable basic living standards for the people, It provides important support for building a modern economic system and meeting the growing needs of the people for a better life.

2、 Establish a regional strategic coordination mechanism

To promote the coordinated development of Beijing, Tianjin, and Hebei, adjust the regional economic structure and spatial structure, promote the construction of Xiong'an New Area in Hebei and Beijing's urban sub center, and explore an optimized development model for orderly relieving functions in densely populated and economic areas such as megacities and megacities, and effectively address the "big city disease". Give full play to the geographical advantages of the Yangtze River Economic Belt, which spans the three major plates in the east, west, and central regions. Guided by joint efforts to protect and not engage in large-scale development, guided by ecological priority and green development, and relying on the golden waterway of the Yangtze River, promote the coordinated development of the upper, middle, and lower reaches of the Yangtze River and high-quality development of the regions along the Yangtze River. Establish a new model of leading the development of urban agglomerations with central cities and driving regional development with urban agglomerations, and promote the integration and interactive development between regional plates. Take Beijing and Tianjin as the center to lead the development of the Beijing-Tianjin-Hebei urban agglomeration and drive the coordinated development of the Bohai Rim region. Take Shanghai as the center to lead the development of the Yangtze River Delta urban agglomeration and drive the development of the Yangtze River Economic Belt. Take Hong Kong, Macao, Guangzhou and Shenzhen as the center to lead the construction of the Guangdong Hong Kong Macao Greater Bay Area and drive the innovative green development of the the Pearl River Xijiang Economic Belt. Centering on Chongqing, Chengdu, Wuhan, Zhengzhou, and Xi'an, it leads the development of urban agglomerations such as Chengdu and Chongqing, the middle reaches of the Yangtze River, the Central Plains, and the Guanzhong Plain, and drives the integrated development of relevant sectors. Strengthen the coordination and docking of major strategies such as the construction of the "the Belt and Road", the coordinated development of Beijing Tianjin Hebei, the development of the Yangtze River Economic Belt, and the construction of the Guangdong Hong Kong Macao Greater Bay Area, and promote regional cooperation and linkage. Promote the comprehensive deepening of reform and opening up in Hainan, focus on promoting the construction of a free trade pilot zone, and explore the construction of a free trade port with Chinese characteristics.
(5) Coordinating the development of developed and underdeveloped regions. Promote reform and innovation, transformation of old and new driving forces, and regional integration development in developed regions such as the eastern coast, support the accelerated development of regions with better conditions in the central and western regions, encourage bold innovation in various platforms such as national new areas, free trade pilot zones, and national development zones, and play a leading role in promoting high-quality regional development. Adhere to the combination of "blood transfusion" and "hematopoiesis" to accelerate the development of underdeveloped areas. Establish and improve long-term and inclusive support mechanisms and precise and effective differential support mechanisms, accelerate the replenishment of infrastructure, public services, ecological environment, industrial development, and other weaknesses, win the targeted poverty alleviation battle, and ensure that the revolutionary base areas, ethnic areas, border areas, and poverty-stricken areas synchronize with the country to achieve the comprehensive construction of a moderately prosperous society. We will improve the regulatory system for the use of land and space, guide regions with resource depletion, industrial decline, and severe ecological degradation to actively explore the path of characteristic transformation and development, and promote the formation of green development and lifestyle. Support the joint construction of industrial cooperation bases and resource deep processing bases in developed and underdeveloped regions through the platform of undertaking industrial transfer demonstration zones and trans-provincial cooperation parks. Establish a regional linkage mechanism between developed and underdeveloped regions to promote the common development of developed and underdeveloped regions by leading them to prosperity first and then to prosperity.
(6) Promote the coordinated development of land and sea. Strengthen the top-level design of marine economic development, improve the planning system and management mechanism, study and formulate land and sea coordination policies and measures, and promote the construction of a number of marine economic demonstration zones. Guided by planning, promote the coordinated development of land and sea in all aspects such as spatial layout, industrial development, infrastructure construction, resource development, and environmental protection. Develop and implement a comprehensive plan for coastal zone protection and utilization, strictly control reclamation, and promote the integration of land and sea ecological protection, remediation, and restoration in coastal areas. Innovate the market-oriented allocation method of sea area and island resources, and improve the resource evaluation, circulation, and collection and storage system. Promote coastal zone management legislation, improve the marine economy standard system and indicator system, improve the marine economy statistics and accounting system, enhance the monitoring and evaluation capabilities of the marine economy, strengthen data sharing among departments, and establish a marine economy survey system. Promote practical maritime cooperation, safeguard national maritime rights and interests, and actively participate in maintaining and improving international and regional maritime order.
3、 Improve the market integration development mechanism
(7) Promote the free flow of factors between urban and rural areas. Implement a nationwide unified negative list system for market access, and eliminate discriminatory and hidden regional market access restrictions. Deeply implement the fair competition review system, remove regional market barriers, break administrative monopolies, clean up and abolish various regulations and practices that hinder unified markets and fair competition, further optimize the business environment, and stimulate market vitality. Comprehensively relax the conditions for settling down in cities, improve supporting policies, break unreasonable barriers that hinder the flow of labor between urban and rural areas and regions, and promote the optimal allocation of human resources. We will accelerate and deepen the reform of the rural land system, promote the establishment of a unified urban and rural construction land market, further improve the system of separating the ownership, contracting, and management rights of contracted land, and explore the reform of separating the ownership, qualification, and use rights of residential land. Guide scientific and technological resources to optimize spatial allocation according to market demand, and promote the full flow of innovation factors.
(8) Promote the construction of regional market integration. In accordance with the requirements of building a unified, open, competitive, and orderly market system, we will promote the construction of regional markets in Beijing, Tianjin, Hebei, the Yangtze River Economic Belt, Guangdong, Hong Kong, and Macao, accelerate the exploration and establishment of a new mechanism for the integrated development of regional markets with unified planning systems, common development models, consistent governance methods, and regional market linkages, and promote the formation of a unified national market. Further improve the working mechanism for regional cooperation in the Yangtze River Delta, deepen cooperation among three provinces and one city in planning convergence, cross provincial major infrastructure construction, environmental protection, joint prevention and control, industrial structure layout adjustment, reform and innovation, and other aspects.
(9) Improve regional trading platforms and systems. Establish and improve the initial allocation and trading system for water rights, emission rights, carbon emissions rights, and energy rights, and cultivate and develop various property rights trading platforms. Further improve the paid use system of natural resource assets and build a unified natural resource asset trading platform. Select areas with better conditions to build regional emission rights, carbon emissions rights, and other trading markets, promote market-oriented trading of water rights and electricity, and further improve the trading mechanism. Establish and improve the energy budget management system. Promote the orderly and free flow of capital across regions, and improve regional equity markets.
4、 Deepening regional cooperation mechanisms
(10) Promote regional cooperation and interaction. Deepen cooperation in the Beijing-Tianjin-Hebei region, the Yangtze River Economic Belt, and the Greater Bay Area of Guangdong, Hong Kong, and Macao, and enhance the level and level of cooperation. Actively develop various social intermediary organizations, orderly develop regional industry associations and chambers of commerce, and encourage enterprises to establish cross regional and cross industry cooperation platforms for industry, technology, innovation, and talent. (11) Promote cooperation and development between the upstream and downstream of the river basin. We will accelerate cooperation and development between the upstream and downstream of the Yangtze River Economic Belt, the the Pearl River Xijiang Economic Belt, the Huaihe River Ecological Economic Belt, the Hanjiang River Ecological Economic Belt and other key river basin economic belts. Establish and improve the planning docking mechanism for upstream and downstream neighboring provinces and cities, and coordinate and solve major issues related to the development of interregional cooperation. Improve the consultation and cooperation mechanism between relevant provincial and municipal governments within the basin, build a basin infrastructure system, strictly enforce the environmental access standards for the basin, strengthen the joint construction and governance of the ecological environment in the basin, promote the orderly transfer and optimization and upgrading of basin industries, and promote the coordinated development of upstream and downstream regions.
(12) Strengthen cooperation between provinces and border areas. Support the cooperation and development of Shanxi, Shaanxi, Henan, Yellow River, Golden Triangle, Guangdong, Guangxi, Hunan, Jiangxi, Sichuan, Chongqing, and other provincial border areas, and explore the establishment of a new cooperation mechanism featuring unified planning, unified management, cooperative construction, and benefit sharing. We will strengthen exchanges and cooperation between cities in interprovincial border areas, establish and improve the system of joint intergovernmental meetings between interprovincial cities, and improve the interprovincial consultation mechanism.
(13) Actively carry out international and regional cooperation. Focus on the "the Belt and Road" construction, implement a more proactive opening strategy, and promote the construction of a new mechanism for international and regional cooperation that is mutually beneficial and win-win. Give full play to the role of international and regional cooperation mechanisms such as the the Belt and Road International Cooperation Summit Forum, the Shanghai Cooperation Organization, the Forum on China Africa Cooperation, China Russia Northeast Far East Cooperation, Yangtze River Volga River Cooperation, China ASEAN Cooperation, ASEAN China Japan South Korea Cooperation, China Japan South Korea Cooperation, Lancang Mekong River Cooperation, Tumen River Regional Development Cooperation, and strengthen regional and subregional cooperation. We will support border regions in utilizing international cooperation platforms and actively engage in international and regional cooperation. 5、 Optimize regional mutual assistance mechanism
(14) Deeply implement poverty alleviation cooperation between the eastern and western regions. We will strengthen cooperation in poverty alleviation in the eastern and western regions, and promote the formation of a "trinity" poverty alleviation pattern that integrates multiple forces and measures such as special poverty alleviation, industry poverty alleviation, and social poverty alleviation, and supports each other. Strengthen poverty alleviation cooperation based on enterprise cooperation, and organize enterprises to invest in poor areas, develop industries, and promote employment. Improve the precise docking mechanism for labor export, and achieve stable employment of the poor across provinces. We will further strengthen the exchange of Party and government cadres and professional and technical personnel from both sides in poverty alleviation cooperation, promote the flow of talent, funds, and technology to impoverished areas and border areas, and deepen the implementation of the action of working together to build a moderately prosperous society. Actively guide social forces to participate widely in poverty alleviation efforts in deeply impoverished areas, and help the deeply impoverished people solve production and living difficulties.
(15) Carry out in-depth counterpart support. Deepen all-round and precise counterpart support, promote the sustained and healthy economic and social development of Xinjiang, Tibet, and Qinghai, Sichuan, Yunnan, and Gansu provinces, promote ethnic exchanges and integration, and lay a solid foundation for social stability and long-term stability. Strengthen planning guidance, effectively maintain the seriousness of planning, and further improve and standardize the preparation, implementation, evaluation, and adjustment mechanism of counterpart support planning. Strengthen fund and project management, scientifically conduct comprehensive performance assessment and evaluation, and promote the development of counterpart support to a deeper level, higher quality, and more sustainable direction.
(16) Innovate and carry out counterpart collaboration (cooperation). Facing areas with difficult economic transformation and upgrading, organize and carry out counterpart collaboration (cooperation), and build a counterpart collaboration (cooperation) system with the broad participation of social forces such as governments, enterprises, and relevant research institutions. Deeply carry out counterpart cooperation in water source areas of the Middle Route Project of the South to North Water Transfer, and promote the green development of water source areas. Continue to carry out counterpart support for the Three Gorges Reservoir Area, support the reservoir area in improving the supply capacity of basic public services, accelerate the safe and stable development of immigrants in the reservoir area, and promote social harmony and stability in the reservoir area. Further deepen the counterpart cooperation between developed provinces and cities in the east and the northeast, carry out temporary exchange of cadres and systematic training, and build key parks for counterpart cooperation to achieve mutual benefit and win-win results.
6、 Improve the interregional interest compensation mechanism
(17) Improve the diversified horizontal ecological compensation mechanism. Implement the important concept of "green water and green mountains are golden mountains and silver mountains" and the systematic idea of "mountains, rivers, forests, fields, lakes, and grasses are a community of life". In accordance with the principles of interregional fairness, equal rights and responsibilities, pilot projects first, and step-by-step progress, continuously improve the horizontal ecological compensation mechanism. Encourage the establishment of horizontal compensation relationships between ecological benefit areas and ecological protection areas, as well as downstream and upstream basins, through financial compensation, counterpart collaboration, industrial transfer, talent training, and joint construction of parks. Support the implementation of cross provincial ecological compensation in cross provincial basins with important drinking water functions and ecological service values, clear beneficiaries, and strong willingness to compensate upstream and downstream. Deeply carry out cross regional ecological protection compensation pilot projects in the Beijing-Tianjin-Hebei water conservation area, Xin'an River in Anhui and Zhejiang, Jiuzhou River in Guangxi and Guangdong, Tingjiang Han River in Fujian and Guangdong, Dongjiang River in Jiangxi and Xijiang River in Guangxi, and promote replicable experiences.
(18) Establish a benefit compensation mechanism between the main grain production areas and the main sales areas. To study and formulate specific measures for production and marketing cooperation between major grain producing areas and major grain selling areas, and encourage major grain selling areas to carry out production and marketing cooperation through the construction of processing parks in major grain producing areas, the establishment of high-quality commodity grain bases, the establishment of production and marketing area reserve cooperation mechanisms, and the provision of funds, talent, and technical service support. Increase support for major grain producing areas, promote their comprehensive grain production capacity, fully mobilize the enthusiasm of local governments in major grain producing areas to focus on grain production and farmers' grain cultivation, and jointly safeguard national food security.
(19) Improve the benefit compensation mechanism between resource exporting and importing regions. Focusing on important resources such as coal, oil, natural gas, hydropower, wind energy, solar energy, and other minerals, we will adhere to the combination of market orientation and government regulation, accelerate the improvement of resource price formation mechanisms that are conducive to the intensive and economical use of resources and sustainable development, and ensure that resource prices can cover the costs of mining, ecological restoration, and environmental governance. Encourage resource importing regions to support the development of successor and alternative industries in exporting regions through joint construction of parks, industrial cooperation, enclave economy, and other forms, and accelerate the establishment of a long-term mechanism to support the economic transformation of resource-based regions.
7、 Improve the equalization mechanism of basic public services
(20) Improve the ability to guarantee basic public services. In the field of basic public services, we will deepen the reform of the division of financial powers and expenditure responsibilities, and gradually establish a basic public service system and guarantee mechanism that has clear powers and responsibilities, coordinated financial resources, reasonable standards, and strong guarantees. We will standardize the way in which the central and local governments share responsibility for expenditures on matters of common financial authority, adjust and improve the transfer payment system, and tilt investment in basic public services to poverty-stricken areas, weak links, and key groups. We will strengthen the ability of municipal and county finance, especially county finance, to ensure basic public services. Strengthen the overall planning function of provincial governments, increase support for areas with weak basic public services within the province, and gradually narrow the gap in basic public services between counties and cities through measures such as improving the division of fiscal powers and expenditure responsibilities below the province level, and standardizing transfer payments.
(21) Improve the overall level of basic public services. We will improve the central adjustment system for the basic old-age insurance fund for enterprise employees, and achieve national pooling of old-age insurance as soon as possible. We will improve the basic medical insurance system and continuously improve the overall level of basic medical insurance. We will consolidate and improve the management system for compulsory education, increase the scale of transfer payments made by the central government to compulsory education, strengthen the role of provinces and municipalities in coordinating efforts, and increase support for deeply impoverished areas such as "three districts and three prefectures", as well as concentrated and contiguous poverty-stricken areas.
(22) Promote the connection of basic public services between urban and rural areas and regions. Accelerate the establishment of a system for the transfer and connection of basic public services such as medical and health care, labor employment, and other basic public services across urban and rural areas and regions, study and formulate specific methods and supporting measures for the transfer and connection between provinces, and strengthen the coordination and cooperation of basic public services across regions. Encourage the Beijing-Tianjin-Hebei, Yangtze River Delta, and Pearl River Delta regions to actively explore specific practices for the cross regional transfer and convergence of basic public services, and accelerate the formation of replicable and promotable experiences.
8、 Innovative regional policy regulation mechanism
(23) Implement differentiated regional policies. Fully consider regional characteristics, give play to regional comparative advantages, improve the accuracy and effectiveness of fiscal, industrial, land, environmental protection, talent, and other policies, and cultivate and stimulate regional development momentum based on local conditions. Adhere to the premise of using the strictest system and the strictest legal system to protect the ecological environment, further highlight key regions, industries, and pollutants, and effectively prevent ecological environmental risks. Strengthen environmental supervision in the process of undertaking industrial transfer to prevent cross regional pollution transfer. For areas with important ecological functions and sensitive and fragile ecological environments, we must firmly implement the policy guidance that protecting the ecological environment is protecting productivity, and improving the ecological environment is developing productivity. We must strictly prohibit various development activities that do not meet the main functional positioning. Relevant central budgetary investments and special transfer payments from the central government continue to be biased towards underdeveloped regions such as the central and western regions and old industrial bases such as the Northeast. We will study and formulate policies and measures to further promote the development of the western region and promote the rise of the central region. Dynamically adjust the directory of relevant industries in the western region to provide necessary policy preferences for the development of advantageous and suitable industries in the western region. In terms of land use policies, we will ensure the demand for land for major infrastructure and livelihood projects across regions, and implement preferential construction land planning indicators for border and special difficult areas. Study and formulate preferential policies to encourage talents to work in the central and western regions, northeast regions, especially in deeply impoverished areas such as "three regions and three prefectures", and support local governments in formulating regional policies to attract domestic and foreign talents based on development needs.
(24) Establish a regional balanced financial transfer payment system. According to the situation of regional financial differences, adjust and improve the general transfer payment method from the central government to local governments, increase the intensity of balanced transfer payments, and control the per capita financial expenditure difference of permanent residents within a reasonable range based on fully considering the cost factors of inter regional expenditures and effectively enhancing the self-development ability of the central and western regions. Strictly abide by the ecological protection red line, improve supporting policies for main functional areas, and increase transfer payments from the central government to key ecological functional areas to provide more high-quality ecological products. Provincial governments have strengthened their ability to ensure the coordinated development of government regions below the provincial level by adjusting income distribution and increasing transfer payments.
(25) Establish and improve the linkage mechanism between regional policies and other macroeconomic control policies. Strengthen the coordination and cooperation between regional policies and fiscal, monetary, investment and other policies, optimize the policy tool portfolio, and promote the precise implementation of macroeconomic control policies. Financial, monetary, and investment policies should serve the country's major regional strategies. Centering on regional planning and policy guidance, measures should be taken to improve financial policies, support financial compliance in accordance with the law, and coordinate the formulation of guiding and binding industrial policies. Efforts should be made to increase support for major engineering projects such as cross regional transportation, water conservancy, ecological environmental protection, and people's livelihood. Provide more targeted care, guidance, and support to regions with slower economic growth due to objective reasons, increase policy support on the premise of controllable risks, and maintain regional economic operation within a reasonable range. Strengthen dynamic monitoring and early warning of regions with high leverage ratios, strengthen local financial regulatory cooperation and joint risk prevention and control, and more effectively prevent and resolve systemic regional financial risks.
9、 Improve the regional development guarantee mechanism
(26) Standardize the management of regional planning preparation. Strengthen the preliminary study of regional planning, improve the working procedures for the preparation, approval, and implementation of regional planning, implement the management system for the preparation, approval, and plan of regional planning, further improve the implementation mechanism of regional planning, strengthen mid-term evaluation and post evaluation, and form a scientific and reasonable regional planning system with strict management and strong guidance. For regional plans that have expired in implementation, based on post evaluation, if it is indeed necessary to postpone implementation, the implementation can be postponed by revising the plan, and if it is not necessary to postpone implementation, it shall be promptly abolished. Timely prepare and implement new regional plans based on national major strategies and major layout needs.
(27) Establish a regional development monitoring, evaluation, and early warning system. Establish an evaluation index system for coordinated regional development around key areas such as narrowing regional development gaps, regional integration, and coordination of resources and environment, scientifically and objectively evaluate the coordination of regional development, and provide reference for regional policy formulation and adjustment. Guide social think tanks to research and publish regional coordinated development indicators. Accelerate the establishment of a regional development risk identification and early warning plan system, closely monitor outstanding issues, and prevent and properly respond to regional development risks in advance.
(28) Establish and improve the legal and regulatory system for regional coordinated development. Research and demonstrate laws and regulations to promote regional coordinated development, clarify the connotation, strategic focus, and direction of regional coordinated development, improve the mechanism for formulating, implementing, supervising, and evaluating regional policies, clarify the responsibilities of relevant departments in regional coordinated development, clarify the responsibilities and obligations of local governments in promoting regional coordinated development, and give play to the role of social organizations, research institutions, and enterprises in promoting regional coordinated development.
10、 Effectively strengthen organizational implementation
(29) Strengthen organizational leadership. Adhere to and strengthen the Party's leadership over regional coordinated development, give full play to the role of the central and local regional coordination mechanisms, strengthen the responsibilities of local entities, widely mobilize the entire society, and jointly promote the establishment of a more effective new mechanism for regional coordinated development, providing a strong guarantee for the implementation of the regional coordinated development strategy. The relevant departments of the central and state organs should study specific policies and measures in accordance with the division of functions, and work together to promote coordinated regional development. Each province, autonomous region, and municipality directly under the Central Government should formulate corresponding implementation plans, improve relevant supporting policies, and ensure the smooth operation of the new mechanism for regional coordinated development.
(30) Strengthen coordination and guidance. The National Development and Reform Commission, together with relevant departments, should strengthen the tracking, analysis, coordination and guidance of the implementation of the new mechanism for regional coordinated development, study new situations, summarize new experiences, and solve new problems. Major issues should be promptly reported to the Party Central Committee and the State Council.
