Standards are the fruits of the progress of human civilization and the universal language of the world. Standards promote world connectivity. In promoting the construction of the "the Belt and Road", standards, policies and rules complement each other and work together to provide an important mechanism guarantee for connectivity. In order to implement the Vision and Action of Promoting the Joint Construction of the Silk Road Economic Belt and the 21st Century Maritime Silk Road and the spirit of the the Belt and Road International Cooperation Summit Forum in 2017, this action plan is formulated on the basis of the implementation of the "the Belt and Road Action Plan for Standard Connectivity (2015-2017), around the overall requirements and key tasks of promoting the new stage of the" the Belt and Road "construction, and in combination with the reality of standardization work.
1、 General requirements
Actively strengthen the docking of standardization strategies and mutual compatibility of standards systems with countries along the Belt and Road, vigorously promote the internationalization of Chinese standards, strengthen the organic connection of standards with policies and rules, create a "hard mechanism" for cooperation through standard "soft connectivity", strive to improve the compatibility of standards systems, support infrastructure connectivity construction, promote international production capacity and equipment manufacturing cooperation, facilitate service investment and trade, and deepen people-to-people and cultural exchanges, To provide solid technical support and strong mechanism guarantee for promoting the construction of the "the Belt and Road".
2、 Main objectives
By 2020, a new situation of international standards development featuring exchanges and mutual learning, openness and inclusiveness, connectivity and sharing of achievements will be basically formed, and a new pattern of standards internationalization work will be basically completed, which is driven by the government, led by the market, participated in by all parties, and promoted in a coordinated manner. The compatibility of Chinese standards with international and national standards systems will continue to improve, and standardization will play a fundamental and strategic role in promoting the construction of the "the Belt and Road".
——Standardization and open cooperation have been deepening. Consolidate and improve the level of standardization cooperation with countries in Europe, ASEAN, BRICS, Northeast Asia, North America, Africa, Oceania and other regions, expand and extend regional standardization cooperation channels with Central and Eastern Europe, Central Asia, West Asia, Arab countries and other countries, and basically complete the standardization cooperation mechanism that is unblocked with key countries along the "the Belt and Road".
——The standard "going global" step has become more solid. Efforts have been made to promote the release of a new set of mutual recognition standards with countries along the Belt and Road, create a number of overseas standardization demonstration projects in industries, agriculture, and service industries, and implement a number of foreign aid standardization training projects.
——The field of standard mutual recognition continues to expand. Systematically deploy no less than 1000 plans or tasks for the development of foreign language versions of Chinese standards, and strive to achieve 2000 comparisons of key technical indicators in key field standards.
——China's standard brand effect has significantly improved. We will continue to improve the consistency of Chinese standards with the international standard system, develop a directory of Chinese standards in areas related to the the Belt and Road Initiative, and promote the application of Chinese standards in the the Belt and Road Initiative.
3、 Key tasks
Focusing closely on policy communication, facility connectivity, unimpeded trade, financial accommodation, and popular support, we will focus on building key channels and major projects for connectivity. We will carry out standardized cooperation in all fields such as infrastructure, production capacity cooperation, trade finance, energy environment, and poverty reduction practices in key countries and regions, promote all-round docking of standardization strategies, policies, measures, and projects, and promote research, formulation, exchange, and mutual translation of standards The whole process of mutual recognition, transformation and promotion is integrated, and efforts are made to achieve mutual compatibility of national standards systems, and establish a new image of China's standards for the "the Belt and Road" initiative.
(1) Connect with the strategic plan and build the international consensus of the "the Belt and Road" through standard connectivity. Promote the alignment of China's strategic plans such as the National Standardization System Construction and Development Plan (2016-2020), the Equipment Manufacturing Industry Standardization and Quality Improvement Plan, and the Consumer Goods Standards and Quality Improvement Plan (2016-2020) with the standardization strategic plans of countries or regions along the line, seek cooperation points, and study and establish cooperation mechanisms. Carry out research on standardization policies and strategies of key countries along the line, as well as international and regional standards organizations, and compile the Compilation of Global Standardization Strategies. Take the Joint Initiative on Strengthening Standards Cooperation and Boosting the Construction of the the Belt and Road as an opportunity to accelerate cooperation and docking with 12 countries that have signed agreements, including Russia, Belarus and Serbia, and promote the integration of standardization into national cooperation framework agreements on diplomacy, science and technology, commerce, quality inspection and other countries.
(2) Deepen cooperation in infrastructure standardization and support the construction of infrastructure connectivity networks. In terms of transportation infrastructure, we will continue to improve the technical standards system for railways, highways, water transportation, and civil aviation, and develop standards in foreign languages. In terms of energy infrastructure, carry out analysis and research on oil and gas pipeline standards in countries along the line, strengthen international standardization cooperation with Russia, Belarus, Kazakhstan, and other countries in the fields of electricity, power grids, and new energy, and promote the optimal allocation of energy resources between countries and regions. In terms of information infrastructure, we advocate the development of inter city information connectivity standards, carry out demonstration and promotion of China's digital television technical standards, China's giant screen system, laser projection technology, and on-demand cinema technical specifications in countries along the line, and promote joint development of localized digital television standards.
(3) Promote international cooperation in the standardization of production capacity and equipment manufacturing, and promote better and faster development of the real economy. In key areas of production capacity cooperation such as oil, gas, and nuclear power, we guide and help enterprises actively adopt a scientific and applicable standard system in various aspects such as engineering project design and development, raw material procurement, production and processing, inspection and testing, and after-sales service, to promote the implementation of key international production capacity cooperation projects. In the fields of advantageous production capacity such as building materials, textiles, steel, nonferrous metals, agriculture, and household appliances, we have helped key countries along the line improve their standard systems and provide standardized information services. In the field of equipment manufacturing such as aviation, shipbuilding, and engineering machinery, we will work together with countries along the Belt and Road to formulate international standards and improve the construction of the international standard system.
(4) Expand cooperation in the standardization of foreign trade and promote the development of foreign trade. In the negotiation of the free trade zone, actively promote the harmonization of standards. In regional organizations such as APEC and the Pacific Regional Standards Conference, the adoption of international standards has been actively advocated to improve the consistency of standards with countries in key regions such as North America, Japan, South Korea, and Southeast Asia. Support the construction of China-EU trains, improve standardized cooperation in logistics services, pallets, and international freight forwarding, and improve operational quality. Strengthen international cooperation on e-commerce standards and develop new models of e-commerce standard services. Build the "the Belt and Road" international cooperation and integrity e-commerce network, and promote the cooperation on the development standards of cross-border e-commerce logistics business of China, Russia and Europe railways. Promote the standardization of e-commerce data services, logistics applications, and traceability systems, and achieve the integration of online and offline development at home and abroad.
(5) Strengthen cooperation on energy conservation and environmental protection standardization, and serve the green "the Belt and Road" construction. Accelerate the research and formulation of green product evaluation standards, promote the construction of product standard systems, strengthen cooperation and exchange on green product standards, certification and accreditation, promote green product standards, promote international mutual recognition of green product certification and labeling, reduce green trade barriers, and promote the development of green trade. Promote the standardized construction of green infrastructure, improve the level of greening and low-carbon in the operation, management, and maintenance of infrastructure based on standards, and strengthen the quality assurance of ecological environment. Deepen standardization cooperation in the field of energy conservation, promote coordination with regional key national energy conservation standards, carry out cooperative research on energy conservation standardization of refrigeration, air conditioning, lighting products, and other products, and support the construction of green industry and ecological environmental protection cooperation projects.
(6) Promote standardized cooperation in the humanities and promote exchanges and mutual learning among civilizations. Strengthen the exchange of standardization personnel, promote the exchange and mutual visits of standardization experts and technicians, carry out standardization personnel training in countries along the line, and consolidate the foundation of cooperation. Promote cooperation in the formulation of standards in the field of humanities, and cooperate with countries along the Belt and Road to carry out research on the formulation of standards in areas such as press, publication, radio, film, television, cultural relics restoration and exhibition, museums, and world cultural heritage management. Strengthen cooperation and exchanges on tourism standardization with countries along the line, and promote tourism standards. Carry out exchanges and mutual learning with countries along the Belt and Road in the standardization of art quality management, and promote cooperation in the application of standardization in the traceability, trading, circulation, and display of art authentication quality.
(7) We will strengthen standardized cooperation in the field of health services and enhance popular understanding. Promote cooperation in the preparation and revision of international standards for traditional Chinese medicine, accelerate the development of international standards for medicinal materials, pharmaceutical products, medical devices, terminology, and informatics, and jointly improve the international standard system for traditional Chinese medicine. Promote cooperation in elderly care, actively assisted living, and domestic standardization, organize national service industry standardization demonstration units and relevant institutions to carry out standard publicity, training, and application in relevant countries, and provide standardized skills training for elderly care and domestic personnel in countries along the line where there is a need. Strengthen cooperation in the field of port public health system construction, promote mutual recognition of supervision and mutual assistance in law enforcement.
(8) Carry out standardized cooperation in the financial field, and serve to build a stable and fair international financial system. Deepen cooperation with countries along the Belt and Road in financial standardization and jointly develop international financial standards around key areas of consumer concern such as bank product service description specifications and third-party payment. Welcome local banking institutions from countries along the Belt and Road to join the RMB Cross Border Payment System (CIPS) and actively promote the CIPS business standards.
(9) Strengthen standardization cooperation in the marine field and help smooth the 21st century Maritime Silk Road. Actively advocate the formulation of international standards in key areas such as marine equipment, ocean observation, and marine industry. Carry out the translation of foreign language versions of marine national standards such as marine ecological environment protection, marine observation and prediction, and disaster prevention and mitigation, promote mutual recognition of marine standards among countries, and enhance the compatibility of marine standard systems of countries along the line.
4、 Special actions
Focusing on key areas, key countries, important platforms and important foundations, coordinating national standardization resources, giving full play to the role of enterprises, industries and local governments, focusing on a number of "the Belt and Road" construction standardization initiatives, and striving to achieve breakthroughs in the release of standards in foreign languages, comparison of international and domestic standards, overseas standardization demonstration, and construction of regional standards alliances in a relatively short period of time, to drive policies, rules Standard overall connectivity.
(1) International standard exchange and mutual recognition actions. In key areas such as bilateral trade development, scientific and technological progress, and industrial transformation and upgrading, we will promote the exchange and mutual recognition of standards and the comparison of standards among national standardization authorities, and strive to improve the consistency of standards. Continue to promote standard exchange and mutual recognition, further expand the scope of standard exchange, carry out translation, comparison, and applicability analysis and verification of exchange standards, and form a comprehensive directory of mutual recognition standards. Further promote cooperation with the United Kingdom, France, and other countries in improving the consistency of standards in areas such as railways, agricultural food, electronic healthcare, the elderly economy, urban sustainable development, and smart cities, and promote the mutual compatibility of standards systems between countries.
(2) China Standards International Impact Improvement Action. In the fields of power, railways, ships, household appliances, metallurgy, traditional Chinese medicine, etc., accelerate the transformation of scientific and technological achievements, strengthen the development of technical standards, speed up the improvement of the standard system, improve the progressiveness and systematic nature of standards, establish a library of key standards for going global projects, promote the construction of standardized overseas demonstration projects, and strengthen the standardized construction of overseas industrial parks and economic and trade parks. Vigorously carry out inter city standardization cooperation, promote the construction of innovative cities with international standards in Qingdao, Hangzhou, Shenzhen, Baotou, etc., and strengthen exchanges and mutual learning of standardization practices among countries along the line.
(3) Benchmarking actions for key consumer goods. For key consumer goods, organize and carry out the comparison of consumer goods standards with international and foreign standards and technical regulations for major trading countries and key countries along the route. By 2020, we will have completed the comparison of 300 key consumer goods standards and about 500 technical indicators. Actively introduce international standards and advanced foreign standards, accelerate the transformation of over 200 important international standards, comprehensively promote mutual recognition of standards with major trading countries, and publish Chinese consumer goods standards in foreign languages. Actively participate in the revision of international standards for consumer goods such as household appliances, toys, footwear, textiles, furniture, fireworks, and firecrackers.
(4) Overseas standardization demonstration and promotion actions. Carry out international production capacity standard cooperation and demonstration, and build overseas application demonstration projects of standards around equipment such as construction machinery and agricultural machinery. Promote global energy internet standardization cooperation and demonstration, carry out standard demand analysis in the field of cross-border grid interconnection in Mongolia, Russia, Pakistan, and other countries, promote the development of international organization standards for bilateral or multilateral cross-border grid interconnection, and apply them in cross-border networking projects. Strengthen the construction of ASEAN agricultural standardization demonstration zones, and promote standards such as seed and seedling, plant variety protection, planting (breeding) management, agricultural product quality grading, agricultural product circulation, agricultural inputs, and agricultural machinery and equipment in the fields of large and characteristic agricultural products such as grain, tea, fruits and vegetables, and cotton.
(5) Chinese Standard Foreign Language Translation Action. Around the key areas of the "the Belt and Road" construction, 1000 foreign language versions of Chinese standards were developed. In the fields of transportation, oil and gas, electric power, information technology, finance, ocean, railway, etc., the development of foreign language versions of national standards is emphasized. Strengthen the development of foreign language versions of industry standards, encourage relevant departments to formulate policies and measures conducive to the rapid formulation and formation of foreign language versions of standards, and develop a translation corpus of Chinese standards in foreign languages based on national major scientific and technological achievements. Encourage local governments, groups, and enterprises to actively participate in the formulation of standards in foreign languages based on actual work needs. Foreign funded enterprises are encouraged to apply for and participate in the development of standards in foreign languages.
(6) Standard information service capability improvement actions. Actively promote the exchange of standard information with countries along the line, and promote standard mutual recognition through standard information exchange. Strengthen multi standard information services involving governments, think tanks, enterprises, social organizations, and the public. Provide standard information services for the construction of the "the Belt and Road", focus on international transportation, energy, hydropower, household appliances and other key areas, integrate standard indicator comparison research results, and provide professional standard information services for enterprises to go global. Strengthen the information service of the regional standards research center, and release the standardization information of the "the Belt and Road" construction. Promote the construction of a standard museum in Yiwu, Zhejiang, China. Cooperate with the China ASEAN Information Exchange Center and the United Nations Industrial Development Organization to promote the construction of the "Green Smart Standards Museum" and strengthen the sharing of standard information resources among countries along the line.
(7) Improve the internationalization ability of enterprise standards. Promote the establishment of an international standardization innovation demonstration base for enterprises, and unblock the channels for enterprises to participate in the standardization work of the "the Belt and Road" construction. Carry out specialized training for standardization talents of enterprises, especially small and medium-sized enterprises, improve the professional level and comprehensive quality of enterprise standardization talents, and enhance the ability and level of enterprises to participate in international standardization activities. Efforts have been made to build Qingdao and Shenzhen international standardization talent training bases and Hangzhou international standardization conference bases, providing fixed standardization training and docking mechanisms for standardization personnel from Chinese enterprises and scientific research institutions.
(8) Standard internationalization innovation service action. Give play to the platform role of standards, support important forums or expos with domestic and international themes related to promoting the construction of the "the Belt and Road", and promote the comprehensive development of standards, quality and brands. Create an international standardization forum (Qingdao), promote the establishment of the China ASEAN Expo International Standards Forum, and form a fixed exchange and cooperation platform for standardization topics with countries along the Belt and Road. Support the China Household Appliances Standards and Technology Industry Alliance to carry out overseas professional standardization innovation services. Focus on building a number of overseas standardization cooperation demonstration projects or projects along the "the Belt and Road", achieve breakthroughs in the construction of regional standards alliances, and promote countries along the line to strengthen consensus on standardization connectivity.
(9) Standardization boosts international poverty reduction and poverty alleviation shared action. Learn from the successful cases and models of China's targeted poverty alleviation and targeted poverty alleviation standardization, carry out targeted poverty alleviation standardization training exchanges and comprehensive demonstration projects, train targeted poverty alleviation standardization talents for developing countries along the "the Belt and Road", help establish a new plant variety protection system under the framework of the International Union for the Protection of New Plant Varieties, and promote and exchange China's experience. 5、 Safeguards
(1) Policies and regulations guarantee. Promote the inclusion of elements of the "the Belt and Road" action plan jointly built by Standard Unicom into the multilateral and bilateral cooperation mechanism with countries along the Belt and Road. Accelerate the formulation and revision of the Standardization Law and relevant supporting laws and regulations, and provide legal guarantee for the joint construction of the "the Belt and Road" by Standards and Unicom.
(2) Mechanism funding guarantee. Give play to the coordination mechanism of the Office of the Leading Group for Promoting the Construction of the "the Belt and Road", and strengthen the communication, exchange and positive interaction between government departments, central and local governments, and between government and enterprises.
