1、 Reporting organization
Cities (clusters) applying for the establishment of the "Made in China 2025" national demonstration zone should organize the preparation of a demonstration zone creation plan based on the actual development of the region, which should be reviewed by the provincial people's government and reported to the State Council, which will approve and transmit it to the Office of the National Manufacturing Power Construction Leading Group (Ministry of Industry and Information Technology) for processing. After receiving the creation plan, the Ministry of Industry and Information Technology entrusted the National Manufacturing Power Construction Strategy Advisory Committee (hereinafter referred to as the Strategy Advisory Committee) to conduct an evaluation in accordance with the Evaluation Guide. After completion of the evaluation by the Strategic Advisory Committee, the Ministry of Industry and Information Technology will organize all member units of the National Manufacturing Power Construction Leading Group to study and review the evaluation results and propose a list of recommendations. The Ministry of Industry and Information Technology shall, in accordance with procedures, report to the State Council for approval before implementation.
2、 Requirements for application materials
(1) The application materials mainly include the following:
1. Documents submitted by the local provincial people's government;
"Made in China 2025" national demonstration zone creation plan;
3. If the creation plan includes significant local pilot policies and measures to support the development of the manufacturing industry, it is necessary to seek the opinions of the relevant competent departments of the State Council in advance, with a description of the opinions sought.
(2) The creation plan should focus on the ten key areas of "Made in China 2025" and local advantageous industries, refine and implement the "Made in China 2025" Provincial and Municipal Guidelines, select local leading industries with core competitiveness and comparative advantages, benchmark international high-end industries, sort out ideas, clarify directions, and propose work measures. Specifically, it includes the following:
1. The overall idea and goal of creation. Including the foundation and conditions for the establishment, the development of leading industries, existing bottlenecks and weaknesses, and the overall thinking and main objectives for the establishment of the demonstration zone.
2. Main tasks and initiatives created. Including key tasks and major measures in the construction of an advanced manufacturing system, collaborative innovation system, talent cultivation system, policy and regulation guarantee system, task coordination and promotion system, etc. The creation measures should highlight the implementation of relevant policies specified in the Guo Ban Fa [2017] No. 90 document, and highlight the reform and innovation policies that are first tried.
3. Create a work schedule and plan. Define the creation cycle, propose landmark nodes and goals for the creation work, and specify the specific work plan for 2018.
(3) The application for urban agglomeration should also clarify the following:
1. Clarify the main responsibilities of provincial people's governments and promote implementation agencies, as well as specific policies and measures to support the creation of urban agglomerations;
2. Each city should clarify specific measures to strengthen industrial collaboration among cities based on proposing its own advantages and development direction of key industries;
3. Each city should clarify specific measures for reform, innovation, and experimentation based on its own characteristics.
(4) The creation plan should be concise and focused. "To declassify, delete classified and non-public content.". For the first batch of cities (clusters) applying for the establishment of the "Made in China 2025" national demonstration zone, the people's government of the province (district, city) where the application is located should submit the application materials to the State Council in accordance with the procedures before February 12, 2018, and send a copy of the creation plan and the explanation for soliciting opinions on major pilot policies and measures (in ten copies, with an electronic version attached) to the Office of the National Manufacturing Power Construction Leading Group.

In accordance with the requirements of the Notice of the General Office of the State Council on the Establishment of the "Made in China 2025" National Demonstration Zone (GBF [2017] No. 90), this guide is formulated to standardize the evaluation work of the "Made in China 2025" National Demonstration Zone (hereinafter referred to as the Demonstration Zone), strengthen assessment management, and guide the creation of local government demonstration zones.
1、 Purpose
As an important basis for systematic evaluation of the application, process, and effectiveness of the establishment of the demonstration zone, the guide aims to guide local governments to focus on the development of advantageous industries in the local manufacturing industry, explore boldly, take the lead and try first, continuously improve the systematization, integrity, and coordination of the establishment work, create an ecological environment for the innovative development of advantageous industries, and form a batch of landmark achievements of "Made in China 2025", Cultivate a number of influential collaborative innovation highlands and advanced manufacturing clusters with prominent advantages, output a batch of typical experiences and mature models that effectively solve bottlenecks in manufacturing development, and demonstrate and lead the country in accelerating the construction of a manufacturing power.
2、 Evaluation indicators
The guide is based on the "Made in China 2025" Guidelines for Provinces and Cities, focusing on innovation breakthroughs in leading industries, and designing indicators around the construction of advanced manufacturing systems, regional collaborative innovation systems, talent introduction and training systems, policy assurance systems, and key work promotion systems. It includes 7 first level indicators and 29 second level indicators, including both quantitative and qualitative indicator types. (See the attachment for specific indicators)
Quantitative indicators refer to the relevant quantitative indicators in "Made in China 2025", mainly examining innovation driven, quality first, green development, structural optimization, and talent oriented aspects. A total of 12 indicators are set, including "the proportion of R&D personnel in industrial enterprises above designated size to industrial employees".
Qualitative indicators mainly examine aspects such as innovation drive, structural optimization, talent orientation, and job security. Important but difficult to quantify indicators with distinctive and differentiated characteristics are set as qualitative indicators, and a total of 17 indicators are set, including "Innovation institution construction and the level of collaborative innovation between government, industry, university, and research".
For the construction work carried out with urban agglomerations as the carrier, it is also necessary to evaluate the work of each city in guiding the differentiated and characteristic development of its own leading industries, the level of industrial coordinated development among cities, and the long-term working mechanism for promoting the coordinated development of urban agglomerations in the province (region) where it is located.
3、 Scope of application
The guide is applicable to the entire process of application, construction, progress, and other aspects of the demonstration zone. It evaluates the creation application, creation process, and overall effectiveness of the creation, timely discovers problems, summarizes experiences, and promotes the continuous optimization and improvement of the creation work. It can also serve as an important reference for the assessment and management of the demonstration zone. (1) About Creating a Declaration Assessment
The creation and application evaluation is a review and evaluation of the creation and implementation plan of the applicant city (group). The key points include: whether the identified key fields are at a leading level in China, whether the analysis of the competitive advantages and development potential of the key fields is accurate through benchmarking with relevant international high-end fields, whether the identification of bottlenecks and weaknesses is in place, whether the proposed creation ideas and goals are feasible, creating advanced manufacturing industry, regional collaborative innovation, talent introduction and training, policy support Whether the main measures of the system such as key work promotion are feasible, and whether the annual work plan and expected objectives are reasonable. It is required that the creation idea be clear, the problem orientation be clear, the demonstration content be focused, the work measures be appropriate, and the creation objectives be quantifiable and assessable. The Strategic Advisory Committee shall propose to the Office of the Leading Group whether it agrees to apply for the establishment of demonstration areas for cities (clusters). In response to the problems found during the evaluation process, the Strategic Advisory Committee should provide specific opinions, which should be guided and supervised by the provincial people's government of the applicant city (cluster) to improve and improve.
(2) About Creating Process Assessments
The evaluation of the creation process is an annual evaluation organized for the demonstration area, which is conducted in a rolling manner according to the approval time. In the evaluation, the demonstration area can adopt the methods of self-assessment or entrusting a third-party agency to evaluate, focusing on summarizing and self-examining the completion of target tasks, policy implementation, development effectiveness, and existing problems. On this basis, the Strategic Advisory Committee assesses the progress in the establishment and coordinated promotion of each demonstration zone, as well as the implementation of the guidance and supervision of the local provincial people's government. The evaluation focuses on timely tracking the progress of the establishment of each demonstration area, exploring typical experiences and models, and conducting cultivation guidance, publicity, and promotion through field visits, on-site exchanges, and discussions. For outstanding issues found during the evaluation process, help the demonstration area to improve through on-site guidance and other methods, submit to the local provincial people's government for supervision and guidance, and timely report the evaluation results of each demonstration area to the leading group office.
(3) About Creating Overall Effectiveness Assessments and Applying Results
The evaluation of the overall effectiveness of the establishment of the demonstration zone is a periodic evaluation of the overall effectiveness of the establishment and progress of the overall work of the demonstration zone. The focus of the evaluation is to summarize and refine the experience and models gained in the creation of the demonstration zone, and timely identify existing problems. Promote the experiences and models initially agreed upon by experts of the Strategic Advisory Committee through on-site experience exchange meetings and other forms, recommend them to the demonstration area for continuous practice and improvement, accelerate the formation of typical experiences and mature policies, and request the leading group office to use multiple channels for publicity, providing reference and reference for the transformation and upgrading of the national manufacturing industry. The Strategic Advisory Committee proposes improvement suggestions for common issues identified during the evaluation process and submits them to the Leading Group Office for coordination and resolution.
4、 Others
(1) The Strategic Advisory Committee shall promptly report to the Leading Group Office on new situations and issues arising during the establishment of the demonstration zone and propose improvement suggestions. The leading group office can dynamically adjust the evaluation content according to the actual situation, and continuously optimize the evaluation index system and evaluation mechanism.
(2) The material information of the creation plan or self-assessment report submitted by each applicant city (cluster) and demonstration area should be complete, true, and accurate. The people's government at the provincial level where it is located shall fulfill its review responsibility. The Leading Group Office will cancel the application qualification or demonstration area qualification for those who have outstanding issues of missing or misreporting.
(3) Each province, autonomous region, and municipality directly under the Central Government can refer to this guide to implement the assessment work related to "Made in China 2025".
(2) Indicator calculation method and description
The specific indicators in this guide not only examine the overall situation of the manufacturing industry in the application target or demonstration area, but also examine the relevant situation of the leading industry.
2. Proportion of internal R&D expenditure in main business income of industrial enterprises above designated size (%): An indicator reflecting the innovation investment of enterprises, calculated from internal R&D expenditure of industrial enterprises above designated size/main business income of industrial enterprises above designated size. For urban agglomerations, it is calculated from the total energy consumption of industries above the designated size of the urban agglomeration/the total added value of industries above the designated size within the urban agglomeration. 11. Reduction in carbon dioxide emissions per unit of industrial added value: An indicator reflecting the low-carbon development of the manufacturing industry. 14. 17. Cities (clusters) can refer to the statistical data of this indicator provided by the China Integrated Service Platform for the region.
18. Numerical control rate of key processes (%): An indicator reflecting the level of digital development in the manufacturing industry. The numerical control rate of key processes is the average value of the numerical control rate of key processes in industrial enterprises above designated size. Cities (clusters) can refer to the statistical data of this indicator provided by the China Integration of Industrialization and Industrialization Service Platform for the region.
19.
