Interim Measures for the Administration of Stable Support for Scientific Research in Key National Defense Science and Technology Laboratories
Article 1 These Measures are formulated in accordance with the "Notice of the Ministry of Finance on Establishing a Stable Support Mechanism for National Defense Science and Technology Key Laboratories" and relevant regulations on military scientific research management in order to enhance the independent innovation ability of national defense science and technology key laboratories (hereinafter referred to as laboratories), grant more autonomy to frontline basic scientific research personnel, and standardize the management of laboratory stable support scientific research projects.
Article 2 The term "stable support" as used in these measures refers to the scientific research investment method of the National Defense Science, Technology, and Industry Administration (hereinafter referred to as the "National Defense Science, Technology, and Industry Administration"), which supports laboratories to independently carry out basic, cutting-edge, and exploratory research in the field of national defense through military research funding channels within a certain time period and in accordance with certain funding standards. The purpose is to cultivate and cultivate high-level national defense science and technology talents and innovation teams, and enhance the independent innovation ability of laboratories.
Article 3 The laboratory stably supports scientific research management in accordance with the principles of independent topic selection, qualitative evaluation, tolerance for failure, and open collaboration, simplifying the management process, and reducing the approval process.
Article 4 The National Defense Science and Industry Bureau is responsible for project review and confirmation, budget preparation, supervision and inspection, performance evaluation, and coordination of major issues.
The competent department of the laboratory supporting unit (hereinafter referred to as the competent department) is responsible for organizing project application, assisting in project completion acceptance, supervision and inspection, and performance evaluation. If the laboratory is supported by a unit affiliated to the Ministry of Industry and Information Technology or the National Defense University of Science and Technology, the supporting unit is directly responsible for organizing project application, project completion and acceptance.
The laboratory supporting unit is responsible for organizing project demonstration implementation and process management, responsible for project implementation progress, completion quality, and fund utilization, and assisting in project completion acceptance, supervision and inspection, and performance evaluation.
The Laboratory Academic Committee is responsible for project evaluation, process guidance, final acceptance, and participation in performance evaluation.
The laboratory is responsible for project selection and demonstration, and carries out project implementation work.
Article 5 Based on the approved research direction, the laboratory independently proposes a number of topic selection suggestions and prepares project proposals within the scope of stable support funds in accordance with its medium and long-term development plans and key tasks. After being reviewed and approved by the laboratory academic committee, the competent department submits the project proposal and comments to the National Defense Science and Industry Bureau before the end of April each year.
Article 6 The implementation of an open collaborative innovation mechanism in laboratories can be achieved by setting up project subprojects, independently entrusting project research, etc. In principle, no less than 20% of the stable support funds will be used annually for research on open projects, supporting advantageous units to participate in the innovative development of laboratories.
Article 7 The National Defense Bureau of Science, Technology, and Industry shall organize and carry out the compliance review of project proposals, focusing on the consistency with the approved direction, the matching of funds and budgets with actual needs, and the balance of annual budget expenditures. After confirmation, the project approval shall be handled according to procedures. No longer organize project initiation evaluation or review of project proposals.
Article 8 The National Defense Bureau of Science, Technology, and Industry dynamically adjusts the annual budget of the laboratory based on the stable total support funds for the laboratory within an evaluation cycle, taking into account the overall project funding requirements and annual funding requirements, and prepares an annual budget plan for the project. Stabilization support funds can also be used to support basic research projects that the laboratory has applied for and obtained approval for project approval in accordance with the Military Scientific Research Project Guidelines (Demonstration Points), as well as to provide post subsidy for basic research projects that the laboratory has invested in and conducted on its own.
Article 9 The laboratory shall organize and carry out specific research work according to the project approval. During the implementation process, if it is true that due to technical difficulties or other objective reasons, it is impossible to continue to achieve the expected goals, the research project may be terminated or relevant content may be adjusted after the review and approval of the laboratory academic committee, and the competent department shall report to the National Bureau of Defense, Science and Industry for filing.
Article 10 After the completion of the project, the Academic Committee shall organize and carry out final acceptance, review the completion of the project, and form acceptance opinions. The competent department should report the status of stability support projects that have been completed and accepted this year to the National Defense Science and Industry Bureau for filing before the end of December of each year.
Article 11 The National Defense Bureau of Science, Technology, and Industry shall, in conjunction with the laboratory operation evaluation work, organize and carry out timely laboratory stability support scientific research performance evaluation with relevant departments, and incorporate the evaluation results into the laboratory operation evaluation system.
Article 12 The National Defense Science and Industry Bureau shall establish stability support standards within the evaluation cycle based on the laboratory evaluation results. If the evaluation result is "excellent", the annual support standard is 5 million yuan; If the evaluation result is "qualified", the annual support standard is 3 million yuan; "Basically Qualified" or "Non Qualified" are not supported. The annual support standards are adjusted in due time based on laboratory operations, central financial resources, and other conditions.
Article 13 The stabilization support funds shall be used by the laboratory as a whole to stabilize and support scientific research projects. The budget and expenditure shall comply with the relevant regulations and requirements of the financial accounting system and the management of military scientific research funds.
Article 14 The National Defense Bureau of Science, Technology and Industry, in conjunction with the Ministry of Finance and other relevant departments, may supervise and inspect the implementation of stably supported scientific research projects by means of spot checks, special inspections, reporting and verification.
Article 15 If a laboratory practices fraud, falsifies achievements, intersects or duplicates with other central financial research projects that have been declared or are under research, and fraudulently obtains financial funds, the National Defense Bureau of Science, Technology, and Industry shall, depending on the seriousness of the situation, take measures such as notifying the relevant situation and reducing its stable support funds for the next year; Suspend stable support for those who refuse to rectify due to severe circumstances; "If the circumstances are particularly serious and involve a crime, they shall be transferred to the judicial organ for handling according to law.".
Article 16 The laboratory shall, in accordance with the relevant provisions of the national archives management, do a good job in the archiving and management of various technical documents and national defense scientific and technological reports of the project.
Article 17 Laboratory evaluation shall be conducted in accordance with the "Evaluation Rules for Key National Defense Science and Technology Laboratories".
Article 18 These Measures may be referred to for the stable support of scientific research management, such as the National Defense Science and Technology Industry Innovation Center, National Defense Key Discipline Laboratories, and National Defense Science and Technology Innovation Teams, as well as the scientific research management of projects supported by the National Defense Science and Technology Industry Outstanding Talent Award.
Article 19 The State Administration of Science and Industry for National Defense is responsible for the interpretation of these measures, which shall enter into force as of the date of issuance.
